The ultrafine holes occur when air trapped in the substrate or in the coating itself rises and becomes trapped in the coating as it cures.

The air may originate from the underlying concrete or leveling compound, from air pockets created when wet epoxy primer is broadcast with sand, or from entrapped air introduced during mixing.

As long as the applied layer remains fluid, the air can escape and the coating will have time to seal after the air is released. However, the more viscous the material becomes and the thicker the layer applied, the more difficult it is for air to escape.

The problem is further aggravated when excessive heat is applied during installation. Rising temperatures above the coating cause more air to rise to the surface.
